I saw mention of this a couple of times recently, but I can not remember where (CNBC/Bloomberg/newspaper/internet?).

So I googled this topic and found one article from Bloomberg. Once the new leaders are in position China will probably do at least one more major stimulus program before they decide that these projects need to be economically viable and not just employment generating. The projects should be positive for commodities and hence OZ
