PWT have a $70m debt overhang from a consortium of banks. They most likely are not meeting their performance requirements under that debt.
Williams wanted to convert a loan of $16m to convertible notes at 14.5c a share but suddenly dropped the idea the morning of the AGM. Williams is rumoured to be willing to exit PWT but not at this price.
The MAQ leased network has been cutting over onto the PWT physical network so revenues should be better by annual report time. Maybe MAQ has an offer on the table?
Cheung Kong (Li Kai Ching) now have a small indirect holding and may be interested in making a buyout offer?
