    The suggestion that nothing was spent on disabilities before the NDIS is just gross stupidity.
    The NDIS replaced the previous State & Territory agreement (NDA) as a new national plan.
    So no, spending did not go from $0 in 2012 to $45bn in 2024 on disabilities.
