The mature conversation is whether as a nation we want to redefine what the NDIS covers, not just saying it's costing too much so cut the budget.
If you want to remove all sorts of conditions as being a disability covered by the plan that's fine, that's a way to reduce the cost, but there are real consequences from doing that.

It's clearly not impossible, even just by reducing growth in expenditure.

Over a 10 year period, reducing expenditure growth to 4% from 8% would reduce the cost p/a by $25Bn.

Saying the program costs too much implies, in part, redefining what the program covers.
