and much of this was due to the extremely poor management by the previous govts which allowed invoices to be paid automatically, without human scrutiny or justification. hence rorting blew out.
there was also no monitoring of service providers thus allowing shaky operators to make a mint.
now the govt is tightening up the regulation of service providers and and participants to remove many of the rorts and scams that proliferated under the LNP govts.
