Captain, providing fibre cable in regional areas requires installation of new conduits, as much of the copper network has been installed in the solid .. Currently SS do maintenance for the NBN ie storm damage , flooding of plant , etc ..They have the equipment and knowledge to install conduits , pits , poles , etc . That’s how I see it ...Cheers ..
