ALP promises faster broadband for an extra$1b

How can you make the promise to extend FTTP to 39% of homes and businesses (compared to 20% for the LNP) for an extra $1b, in the same timeframe for rollout as the LNP when the article states:

"Under the policy proposal, a Labor government would "scale up" the fibre-to-the-node, which relies on copper for the last connection, to a full fibre-to-the-premises system, with the former to be "phased out".

"The arm's-length statutory body Infrastructure Australia would be commissioned to advise on how to undertake the remedial work using "input from relevant experts"."

Sounds like a great plan but the comment above seems to indicate the policy still requires input from relevant industry experts to determine if the promise is feasible within the timeline and costs promised today.

Something doesn't add up (much like all the other AlP promises in this campaign).   Will there be an additional funding cost, above the $1b, which will be made outside of the budget (say, an equity injection into NBN which doesn't show up in the budget under current accounting rules)?  

If people want FTTP they can pay themselves for the final leg from the node to their premises.
