Training is a good thing but people should still pay for them. What should happen is that the costs should be put in something like HECS so that anyone can do it and pay for it later. This also means you will have a higher likelihood of people making better choices and putting in more effort because they have to pay for it. We shouldn't encourage waste though people doing meaningless courses and only doing them half arsed because it doesn't cost them anything.
