A goal is a target - nothing more. When you go onto a shooting range your "goal" is to hit the bulleye but how many times do you hit it?
A budget is a set of goals - how many people maintain budget parameters?
The LNPs goal over the last term is to get the budget back in the black. Did they achieve it? No but it was something to aim for.
Will the LNP get back in the black if re-elected? They have stated certain economic conditions will have to be met (which they really dont have any control over) to achieve this. If elected I hope they do.
I would rather parties to have a goal than to not have a goal at all.
