Taking it to the 2025 election would have mean't it was already being delivered from 1st July 2024. You can wind something back if it is not in their pocket, but try raking it away after they have it and that is a whole new ball game.
Election timing rules mean he is unable to go to a half senate and house of reps election before August 2024, a full month or more after 1st July cuts. He cannot do a double dissolution as there has been no rejection by the senate.
