Smm has always been vulnerable to the left of the Labor party - some of whom have more influence than others - there are powerful forces in the party who favour more mines while being against an expanded uranium industry and the market obviously believes this faction will carry the day in the vote in April, or that Howard will put them out their misery and legislate to allow more mines. I don't think Garrett's rise would affect the balance
