Can't help thinking they are running into problems getting offtake across the line. Maybe the existing supply chains have enough for what the users need. Maybe only really new players are going to be interested in obtaining from new suppliers. I know all this is speculation but it does seem like it is taking a long time. The Stage 2 may well be complete BEFORE any offtakes.
