Waratah Coal says it will proceed with the development of Australia's biggest thermal coal mine in Queensland's central-west.
The group has entered into a memorandum of understanding with one of China's leading industrial companies to develop the project.
It involves six coal mines at Alpha in the state's central-west.
The venture will include a 490 kilometre railway line and a two-berth export terminal at Abbot Point near Bowen.
Waratah Coal says work on the thermal coal project will start in the first half of next year, if the State Government's approvals process can be finalised in time.
Chairman Clive Palmer says it will create thousands of jobs.
"I'm not doing this out of love," he said.
"I am doing it with a high sense of responsibility for the state, and if there's an opportunity there where we can create jobs for people we should be taking it up."
