Good corporate governance would ensure no information leakage from Lynas... (But I suppose thats not a cool thing to say here hey, even if true).

Also, theres nothing untoward about Lynas saying they have a plan already -- they could already have undertaken this work as part of their design anyway (because they believe so strongly in "zero harm" (- see below), and now that the government is asking for it (as it wasnt a formal condition prior), they have it.
