I've read all of those articles. Justin William has thrown a few people under the bus just to make a buck. If the " bribery" has been running since 2007 across multiple countries - that's one good feet they have pulled off across the world.
if I have to guess - he is well aware how and why these values are changed and using blackmailing tactics to make TER settle and pay up. If you read into what he wants - he is not doing this to expose the industry - it is just to get payment from TER.
