It is simply an agreed upon convention that alcohol is sold in stores and not pharmacies.
In fact, if you look at the dangers and side effects of alcohol, it would probably not be allowed legal sale to the public if it was a new drug introduced today.
It's just ingrained into most people as an 'acceptable' drug, mainly because of its long history of use across a large slice of the population.
