Not necessarily. As an US-based activist manager with a cost basis in $0.60's, it it understandable he doesn't want to be on the board of an ASX small cap if no sale is imminent. He's done his activist thing and achieved a positive business outcome and a 50% return in under a year. He may just want to put his time/energies into other opportunities.
