Altona's mining licenses all overlap with Linc/Sapex's petroleum licenses. So yes it is another overlapping tenement issue.
However, I believe that there is a co-operation agreement between Altona and Sapex. Altona's plan is to opencast mine the surface coal, so it doesn't conflict with doing UCG on the deeper stuff.
