If anyone has worked on these jobs before through construction/commissioning stages they will agree, your better off taking a little bit longer and get a quality construction job with minimal defects for a smoother transition into commissioning which in-turn will make commissioning quicker.
I think an old hand like JB would have this all timed perfectly... possibly ahead of schedule (weather permitting)
