I dont see why after the plant is commissioned and running in Australia why they cant present a business plan to a US bank and fund it in US dollars with ultra low interest rates. In my opinion it wouldnt be beneficial to use cash in the bank when you can borrow at current US interest rates.
Or if Alcoa sign a contract with us then that with funding from the government would mean we service a debt facility in US dollars at low interest rates and take exchange rates out of the equation.
Or if Alcoa sign a contract then they might guarantee the loan for MHM.
