According to his own biography Peter worked for vCIS (sold to ISS in 2002) until November 2003. He set up vCIS in early 2004.

Peter seems to have a few different versions of his past employment floating around (his LinkedIn profile is slightly different). Here's what he was saying about himself in 2013:
"The successful sale of his previous invention to IBM, where he was Chief Scientific Officer, gave Peter the time and money needed to develop his BrainChip."

In case you are wondering Chief Scientific Officer is an extremely senior (Vice President) level role at IBM.
