Hey guys, I think I can answer both of your questions. The shares usually go to what is known as a 708 investor so start there. 708 investors get access to IPOs and cap raises where others do not. Regarding cap raise price... there are rules but I never deep divided into them as there are different conditions and rules regarding different types of capital raises. P.S. Some shorts got recalled yesterday which is why the price went up.
P.p.s. The pragmatist some keywords to look up so you might get a better understanding of it all is what a 708 investor is, V-wap price (and the significance of it), also why companies cap raise / share purchase. Usually information is skattered into different announcements so don't worry you aren't the only one who finds it confusing.
