To me it appears someone knew something before the rest of us, word got out (intentional or otherwise, likely it was), then the company was forced to face a situation it would rather not. It could either spill the beans on a CP in progress but not finalized (which could in itself be misleading), or treading the fine line it did and carefully word a release which told the market (or at last those that could read between the lines, as many one here appeared to have done) what was going on.
Mgt appear innocent to me, though someone obviously leaked something. Investigate this, don't blame management for walking a tight rope they would rather have avoided.
They could have gone straight for a TH, but this comes down to judgment, tactics, not motive.
