The national cabinet has agreed to start an audit of prevention measures in aged care homes country-wide.
Dr Kelly said each of the states had a "really strong commitment to audit where we are now everywhere through the aged care sector so that we can be prepared.
He said the audit would look at preventive activities for the training that may need to be required for an acute response phase.
