The current CTP currently does not have the reserves to justify rebuilding a plant.
If TAM wants an outcome quicker then they should revisit the JV and potentially sell out - now is the time.
I'd say NST are playing the long long game, they have bigger and better things to focus on now, the CTP is losing relevence without a Cali-size prize to chase.
