An availability zone doesn't necessarily mean 3 data centers. An availability zone is a logical grouping of datacentres that are in close proximity to each other. we know there are a minimum of four data centers used by Amazon. Two data centers they built themselves.
Once they run out of space in a data centre they could add another datacentre to an existing AZ or build out a new AZ. For existing customer having Amazon abstract the underlying datacentres and expanding an existing AZ could be beneficial.
The above is my understanding and interpretations. Happy to be corrected.
