I figure from the last announcement we can assume the Macquarie deployment was in negotiation but the procurement process was slower that Dubbers expectations, so they convinced them to sign an MOU so they could get something out to market rather than wait months for procurement to go through the full commercial assessment and agreement process.

It seems other telcos are in the same stage so it's likely they'll try the same approach across the board with whoever they're talking to. Hopefully these announcements make it out soon.
