I dunno I don’t think it’s deliberate
They talk loosely about many major things - blowing hit and cold - for example on funding. Love me (equity), love me not (no equity) sort of game. So they do the same with permits. It’s an observation only. Not black and white as there seems to be no black and white talk by this bunch
