Politicians everywhere, and especially that particular politician, blow nothing but smoke. The same bill to reinvigorate semiconductor manufacturing has been stuck in Congress for 6 months and the semi houses are getting upset. The bill itself is a mess, and what they really want are the tax credits to build and equip their factories. Instead $13 billion would be spent on think tanks that are still in the starting gate while the technology moves forward.
It will be industry that determines the economic future. Megafabs for batteries will need double or triple the currently available supply of RE's and Lithium. And then Europe is facing an energy crisis of their own making, so where will the KHW's come from to charge those batteries? Germany is already talking fuel rationing for the Fall. That is a harbinger for a very rough winter.
Until the political class wakes up to having shat their own nest not much will change.
