If the border has a mandatory closing if numbers reach 5000, what happens if the numbers at the border are never lower than 5000? Is the border open or closed? Are 2 million migrants getting in? Clearly no, they are not.

I know you love to post border encounter stats, how many days in the last year have they been less than 5000 encounters per day? I'll start with a number less than 10. How many days would the border be open?
