youre making my point....if it's over 5k...then its mandatory...but the cartels have already been shown to be able to manipulate the #s and they will keep it <5k
and in that case... the #s will be ~2 mill
And using your measure...no point telling you how many days were under this or over that...the cartels can and will be doing what they please and that's why the GOP rebelled...the cartels would limit the movement to a # that didnt trigger any mandatory cliosere and that would encode a close to 2 mill a year influx...totally unaccpetable
