Luckily, they will likely be banned by Gold Coast Council - someone's already moving to NSW because of it.

I have no time for the people who throw studded collars on their dogs and wander round treating them like a status symbol or toy.

Dogs CAN be mans best friend, but not with the wrong attitude.
They're not toys.....
and if it's already trying to attack other puppys,(as per blowys first post) something needs to be done imo....
