I believe a dog behave 25% of his breed and 75% how he is brought up.
Take him to dog training classes for you to learn how to teach him with love not force.
I have had Rottweilers, and they were very lovable and non aggressive dogs.
I don't know about council laws. Did see something on TV were a woman is taking the council on.
