Impossible to disagree with you that irresponsible owners of untrained dogs are largely the problem.
Cannot see how they can be controlled.
An irresponsible owner of a toy poodle however, is much less dangerous to those around them, than the same owner with a larger, more powerful dog.
Have repaired a lot of dog bite injuries over the years, and there is a qualitative difference between damage caused by different types of dogs.
That probably colours my views, but I would like to see much more restriction on dog breeds allowable as pets, as well as a much more rigorous licensing/ownership systems.

Would hope ,that any changes are based on such science and facts , rather than the latest flavour of the month tabloid news.
