The circumstances may not be idyllic, however, employing them gives them some dignity and their families a lifeline. More importantly, money in their pockets will keep knives and guns out off their hands. Extreme poverty is the first step towards crime.
This world has not been set ideally and quite frankly there is no room for philosophical pseudo-dilemmas.
