Im a little confused on your post. If you want to focus on indigenous then....don't we already do too much? have we really made it better? My central Australian experience is that true elders would rather we leave them be and remain in their culture without the influence of the west. We do we try to change them?
Your second point was akin to mine. bringing industry to poverty stricken areas with no infrastructure provides only good outcomes for those residents and their governments.
