Fear - the same thing that stopped them buying more in the first place. Many have a philosophy of sell at a fixed gain because any higher is too good to be true. DD is never enough for some but that's what makes a market. Some others may hold their shares in a structure that does not cover foreign share holdings and are reluctant to change. The numbers are relatively minor. They will hardly complain if they receive $25+ in any case. Then again ....
