No, he is NOT in partnership with his employees. His employees can be valuable 'team members' if they wish but unless they have 'forked out' they can not be partners. if you want to play you have to pay.
if they are not happy to be'team members' they can jump ship & play for someone else. if they can't find someone else well then they can go on welfare.
it's this attitude of trying to put employee & employer on an equal footing that leads to trouble. the employer must have the 'power' otherwise the business is doomed.
