Unemployment Insurance With unemployment mounting and the number of urban poor rising, the State Council has urged the establishment of an unemployment system to reduce the burden on re-employment service centers. Originally, the MOLSS planned to extend unemployment insurance coverage to workers at non-state enterprises by June 1999. One hundred forty million workers would be covered. However, by June 2000, the unofficial unemployment rate was over 175 million workers, or 25%. At that time, only 99 million people were covered by unemployment insurance.
