I have been watching him/her/it.
You are partly correct he /she etc is 'paid' not by Nigeria but by a State which has a very major focus on, a) South America, in general and b) lithium, especially the resources with the best resources or potential.
Two things to watch - the 'up ramper' who gets noticed as an 'up ramper', who suddenly becomes a down ramper when the target company starts to achieve results. Then the big Down Ramp starts so his/her 'State' can move in and buy out disaffected shareholders.
While he/she claims - 'YOU CALLED ME an Up Ramper, now I see the truth - it is worth nothing'.
The best take away, when you see these dudes, watch, and watch, for the switch in their narrative, then Buy - They or their 'managers' see the best resources and Want them.
Purely my opinion. BUT, I will counter trade the s^^ites
