Of course you would not contemplate that yet would espouse the virtue of mass MURDER...please don't attempt to soften your meaning with words such as culling.
Unfortunately there is people out there who would press the green button to exterminate a part of the world...all for the greater good of course.
Your view is continuing proof that the world will not be better off with all countries having nuclear capabilities.
There may well be your CULL...however there will be no humans left to benefit.
Colonizing currently unhabitable places may be a better focus for our vision for the future don't you think?
