re: peaceful area stability rules dra - tfg are living up to all prev. attempts to get it together - suffice to say, too many diff. factions - not hard to see why puntland & somaliland are taking the stances they are - in the end i think tfg would be mad to try to overly persuade puntland to their way of govt. when they can't even handle their own situation - they are going to need them sooner or later
