Yes, this is likely a confusion of terms and they mean router. As you said NBN supplies the modem during install, but you still need a router to connect all your stuff to the network. When I had NBN installed my current router was already sufficient for NBN use, so it's not necessarily a requirement to get a new one when you make the switch.
