Not sure that you are right g12. I suspect that this would require a new EPA - which take for ever.
The quickest way may be to get Gina on board and restart the API deal. After all of this time this EPA has made it to the recommendation stage. This may also be advantageous as API would be paying for the pipeline and processing plant.
