Drilling SE2 & SE3 was logical. Only drilling one might have put an end to further work on SE. I'm no O&G expert but joining the dots, they would have known there was a reasonable level of risk of water at SE2 & SE3, however they now have a broader range of R&D from the SE field to work out future strategies.
