All these "plans" mean nothing. Four or so years ago when I invested Project Haber was the plan. Since then there has been a change in the Federal Government and to my mind nothing has become any easier. The rules of the game and the goalposts are constantly moving as the bureaucrats dither and politicians procrastinate. What an unholy mess!
