You are correct with this. The problem is largely that hemp flour contains no gluten. Gluten is what holds things made from flour together. Hence, yes, you need to mix it with other flours for baking, hopefully something with gluten in it.
If you have celiac disease and seriously need to go gluten free, you have to use whatever strategy the gluten free people use to bind things like pasta and breads and cakes together. (Eggs?)
