if UMC allowed access to rail for an almost arm's length price (a reasonable premium) I don't see how the govt could object, and you'd have a natural monopoly because no point in another building another given the cost.
On the aluminium front, is there any movement at the station? I wonder if we can expect any tangible news in the next few months, that's the x factor.
