I see the TOL as a piece of paper that is just a symptom of the broader problem. And I see the biggest part of that problem is a community that due to a legacy of the previous Japanese operations, public perception and fear about radioactivity, thrown in with some anti-foreign sentiment means that Lynas need to work quickly to resolve the radioactive waste management issue.
So that is political, because the reality of the science and commitments by operators tend to have little impact on these types of broadly held public perceptions, unless and until those commitments specifically address the public perceptions regardless of the science.
