If you are going with heuristics and consequences. What if you hypothesise that a Chinese miner of REE planned to develop a processing plant on a stretch of semi-rural coastline in Queensland and encapsulate radioactive waste onsite (no matter how benign that really may be) and then export the product overseas. Does that lead to a different set of perceived outcomes as LAMP. Would it get off the drawing board, even somewhere industrial like Gladstone?
